An Garda Síochána has commenced the commissioning and testing of new average speed safety cameras on the N3 (Cavan) and N5 (Mayo) roads, part of a broader initiative to reduce road traffic collisions and fatalities. This marks a significant step in the installation of 3 average and 9 static speed safety cameras, aimed at improving driver behaviour and overall road safety.

The deployment of these average safety cameras follows the installation of essential infrastructure on the N3 between Kilduff and Billis, Cavan, and on the N5 between Lislackagh and Cuilmore, Swinford. These areas were selected due to their high collision rates, including incidents involving injuries, serious injuries, and fatalities.

Testing and validation of the camera systems will continue over the coming weeks. The purpose of these cameras is to monitor and reduce the average speed of vehicles travelling over specific road sections, thereby reducing the risk of collisions. Unlike traditional static cameras that capture speed at a single point, average safety cameras calculate the vehicle’s speed over a longer distance, using Automatic Number Plate Recognition (ANPR) technology.

Speed: A Major Contributor to Road Fatalities

Speeding is a factor in 30% of fatal road collisions in Ireland, and international studies show that safety cameras significantly reduce speeding. Countries such as Sweden and Norway report reductions in fatal collisions by up to 49%, while a study by the London School of Economics found a decrease of up to 68% in areas surrounding safety cameras.

A Collaborative Effort

This initial phase of camera deployment has been made possible through the collaboration of several key partners, including Transport Infrastructure Ireland (TII), Local Authorities, the Local Government Management Agency (LGMA), and the ESB. The cameras are part of a funded initiative by An Garda Síochána, with additional support announced in Budget 2025, which includes €9 million for up to 100 new static safety cameras.

Looking Ahead: Further Developments and Enforcement

An Garda Síochána will continue to provide updates as additional safety camera locations move into the testing phase. Road users will be notified in advance of any enforcement measures commencing at these sites. The new static safety cameras, currently being installed in nine locations across the country, are expected to further contribute to the goal of reducing road deaths and serious injuries.

Locations of Nine Static Speed Safety Cameras:

  • Galway, N59, between Moycullen and Galway City
  • Waterford, N25, between Glenmore and Luffany
  • Wicklow, R772, Arklow Road, Aske, north of Gorey
  • Donegal, N14, east of Letterkenny
  • Carlow, N80, between Barristown and Levitstown
  • Dublin, Crumlin Road/Parnell Road/Dolphin Road/Dolphin’s Barn Junction
  • Mayo, N17, northeast of Claremorris
  • Cork, N22, east of Lissarda, west of Ovens
  • Limerick, N69, east of Askeaton

Further information will be provided to the public once testing is complete and enforcement measures begin.
