In a tweet from Health Minister, Stephen Donnelly this afternoon he says;

Regulations have been signed and are in operation from today to allow for a limited number of exemptions from Mandatory Hotel Quarantine. Those exempted must still complete home quarantine. They must also have a negative PCR test.

People arriving from a designated state with proof of full vaccination with an approved vaccine (Pfizer/Moderna/AstraZeneca or Janssen) and a negative PCR test do not need to enter hotel quarantine and may quarantine at home.

Additionally an exemption allows families with a newborn baby who are travelling home from a designated state to be exempted from mandatory hotel quarantine on their return. Again they must have a negative PCR test and complete home quarantine.
